Open Letter: Funding Shortfall for Human Rights Mechanisms

Open NGO letter regarding the critical funding gap affecting UN human rights mechanisms and the Office of the High Commissioner for Human Rights

 

It is with a sense of urgency that we convey our deep concern regarding the critical funding situation affecting the UN’s human rights mechanisms and OHCHR. We understand that the combination of delays in payments of UN member states’ assessed contributions to the regular budget and the 25% cut to travel of UN representatives, including treaty body experts and Special Procedure mandate holders, and other budget cuts (2018-2019) may adversely impact on the capacity of various human rights mechanisms to carry out their mandates effectively.

In April, the Chairpersons of the 10 human rights treaty bodies were informed that due to the financial situation, the autumn 2019 sessions of six treaty bodies may need to be cancelled.1 Not only is the cancellation of treaty body sessions deeply worrying as it may involve cancellation of reviews already scheduled and delay decisions on individual communications pending before the Committees but it also sends a troubling message ahead of the 2020 treaty body strengthening discussions. This unprecedented development would come as we celebrate the 30th anniversary of the Convention on the Rights of the Child and the 40th anniversary of the Convention on the Elimination of Discrimination against Women.

We understand that other independent expert mechanisms such as the Special Procedures, and other mechanisms created by the Human Rights Council such as Fact-Finding Missions and Commissions of Inquiry, may also be hampered in carrying out their mandates to monitor and investigate human rights violations.

As of 10 May, only 44 UN member states had paid all their assessments due to the UN. We would like to commend Armenia, Australia, Austria, Bahrain, Bhutan, Brunei Darussalam, Canada, China, Cuba, Cyprus, Denmark, Estonia, Finland, Gabon, Georgia, Germany, Guyana, Hungary, Iceland, India, Ireland, Italy, Jamaica, Kuwait, Kyrgyzstan, Latvia, Liechtenstein, Malawi, Malaysia, Monaco, Nauru, Netherlands, New Zealand, Nicaragua, Norway, Poland, Rwanda, Samoa, Singapore, Slovakia, Solomon Islands, Sweden, Switzerland and Tuvalu for having done so.2 98 member states had paid their regular budget assessments by 20 May 2019.

The failure to pay assessed contributions is only the latest in a worrying trend of shortfalls and cuts affecting the UN budget allocated to its human rights mechanisms. In the 2018-2019 budget the General Assembly made adjustments to reduce the resources for experts by 15 per cent, reduce the travel of representatives by 25 per cent, and reduce resources for travel of staff by 10 per cent3, all without taking into account the disproportionate effect these decisions would have on the UN’s human rights mechanism. Only 3.7 per cent of the total UN regular budget is currently allocated to OHCHR4. We are extremely concerned by reports that the funding gap may affect the functioning of OHCHR and the human rights mechanisms in 2020 and beyond.

 

Against the worrying background of a global pushback against the promotion and protection of human rights, we urge all UN member states to:

  • Pay their assessed contributions without further delay, unless they have already done so, in order to assure the functioning of the UN’s human rights mechanisms.
  • Prioritise securing adequate funding for the UN’s human rights pillar, with the promotion and protection of human rights being also indispensable to development, peace and security.
  • Initiate, in due time ahead of the 2020-2021 budget negotiations, discussions on how to reverse the trend of reduced regular budget for OHCHR and assuring that the UN’s human rights mechanisms are not disproportionately affected by over-all cuts to the UN budget, including by restoring the budget allocation for travel of representatives for these mechanisms.

إن كانت لديكن المهارات اللغويّة، فنحن بحاجة لكن! بينما نتقدّم في عملية تطوير البرنامج الدولي التالي، سنحتاج إلى المساعدة في ترجمة المستندات والنصوص الداخلية. سنحتاج أيضاً إلى المساعدة في الترجمة أثناء الجلسات الجانبية للمكالمات الإقليمية والعالمية. نحن نبحث بشكل أساسي عن أفراد قادرين على التحدث والكتابة بلغتين أو أكثر من اللغات التالية: الإنجليزية والفرنسية والإسبانية واليابانية والعربية. من لها اهتمام بتوفير مهاراتها، فيرجى التواصل معنا للحصول على المزيد من المعلومات، على العنوان التالي:

Desarrolla y fortalece las maneras de trabajar en conjunto en WILPF

Para que nuestras acciones tengan un impacto en el mundo, también debemos observar cómo funcionamos juntas. Durante las llamadas regulares regionales y globales a lo largo del 2021 y 2022, los WILPFers están explorando las brechas que deben llenarse, las políticas que debemos cambiar o implementar, los métodos de trabajo que debemos afinar y más. Buscamos soluciones juntas, para que podamos cumplir nuestra visión colectiva para el Futuro de WILPF.

sirvan como representantes

Cada Congreso Internacional incluye la elección de los miembros de la Junta Internacional. La Junta Internacional es responsable del liderazgo general de WILPF, de establecer los objetivos estratégicos y tácticos de la organización en su conjunto y de garantizar que WILPF se mantenga fiel a sus objetivos, valores y principios.

Es función de la presente Junta Internacional establecer un Comité de Nominación, mientras que el proceso de elección es coordinado por un Comité de Elecciones que se constituirá al comienzo del Congreso.

¡Ya salió la convocatoria para que los miembros sirvan en la Junta Internacional! Las Secciones Nacionales tienen tiempo hasta el 19 de marzo para presentar nominaciones para los cargos electos de presidenta, dos vicepresidentas y tesorera y reunirse en su región para nominar una representante regional y una suplente. Développer et renforcer la manière dont on travaille ensemble

‘Future WILPF’ est bien plus que le Programme International. Il s'agit de renforcer notre mouvement, d'équiper notre communauté mondiale afin qu’elle puisse au mieux agir pour le changement, et s’engager ensemble pour une vision collective d’une paix féministe. Au cours des appels nationaux, régionaux et mondiaux qui auront lieu dans la période précédant le Congrès, nous discuterons des lacunes que nous souhaitons combler, des politiques que nous devons changer ou créer. Nous réfléchirons aussi à comment ajuster au mieux nos manières de faire et processus de travail, et plus encore. Ensemble, nous chercherons des solutions, afin de réaliser notre vision collective pour l’avenir de WILPF.

Désigner des représentantes de WILPF

Chaque Congrès International comprend l'élection du Conseil International. Le Conseil International est responsable de la direction générale de WILPF ; de la définition des objectifs stratégiques et tactiques de l'organisation dans son ensemble ; et de la garantie que WILPF reste fidèle à ses objectifs, ses valeurs et ses principes.

C'est le rôle du Conseil International actuel d'établir un Comité de Nomination, tandis que le processus d'élection est coordonné par un Comité d'Election qui sera constitué au début du Congrès.

L'appel aux membres pour siéger au Conseil international est démarré ! Les Sections Nationales ont jusqu'au 19 mars pour soumettre des candidatures aux postes élus de présidente, de deux vice-présidentes et de trésorière et pour se réunir dans leur région afin de nommer une représentante régionale et un représentante régionale suppléant.

Build and strengthen the way WILPF works together

To take action and make an impact in the world, we also need to look at how we function together. During the regular regional and Global Calls throughout 2021 and 2022, WILPFers are exploring gaps that need to be filled, policies we need to change, policies we need to make, work methods we need to finetune, and more. We seek solutions together, so we can fulfill our collective vision for a Future WILPF.

Nominate WILPFers to serve as representatives

Each International Congress includes the election of WILPFers to join the International Board. The board is responsible for the overall leadership of WILPF, for setting the strategic and tactical objectives of the organisation as a whole, and for ensuring that WILPF stays true to its aims, values, and principles.

It is the role of the present International Board to establish a Nomination Committee, while the election process is coordinated by an Election Committee that will be constituted at the beginning of Congress.

The call for members to serve on the International Board is now out! National Sections have time until 19 March to submit nominations for the elected positions of President, two Vice-Presidents, and the Treasurer and to meet in their region to nominate one Regional Representative and one alternative Regional Representative. WILPF’s next International Congress will take place from 16-24 July 2022 (this is due to the uncertainties brought on by the COVID-19 pandemic). This track will open for registration and activity proposals in March 2022.

Volunteer as a translator or interpreter

Do you speak multiple languages? If so, we need you! As we move towards our International Congress, we will need help with translations of internal documents and small pieces of text. We will also need help with interpretation during Congress workshops and ‘connect sessions’. We are primarily looking for individuals able to speak and write in two or more of the following languages: English, French, Spanish, Japanese and Arabic. If you are interested in providing your skills, please contact membership@wilpf.org
