We are in the process of creating WILPF’s next International Programme – a global strategy that will guide our continued evolution and impact as the world’s longest-standing women’s peace organisation.
Our next International Programme will allow us to respond to the most pressing challenges of our time. It will deepen our commitment to inclusivity and accessibility. It will strengthen our global movement and elevate the voices of peace activists around the world.
To get to an International Programme that represents and speaks to all of WILPF and the movement we are building, we need everyone involved!

This pack includes downloadable resources and interactive content, including documents and overviews for planning, preparing, and informing your participation. The pack is a living space which we will continue to update as we move through the different phases.
The International Programme is a forward-looking plan for WILPF. It embodies the work undertaken by WILPF locally and globally, and guides the major bodies of WILPF: the International Congress, the International Board, the Standing Committees, the Working Groups, the National Sections/Groups, and the International Secretariat.
The current International Programme will be in place until the next International Congress, which is currently scheduled for the second half of 2022 (dates and format pending due to the COVID-19 pandemic).
Leading up to the International Congress, we are calling on WILPF’s global community to get involved in shaping the next International Programme! Follow the links on this page to participate in the co-creation process, which will take place from July 2021 onwards. The draft International Programme will then be ready for final adoption at Congress 2022, followed by a process to move forward with implementation.
Igniting WILPF’s future goes beyond simply defining our next International Programme. It’s about building the strength and power of our movement, equipping our global community to take action for change, and committing deeply to our collective vision of feminist peace.
Shaping the next International Programme is only one element of the roadmap to future WILPF.As the Future WILPF process moves forward, more participation tracks will open up for members to get involved in building the foundation for WILPF’s future.
Future WILPF has been launched in advance of WILPF’s 33rd International Congress in 2022, when the new International Programme and other recommended changes to WILPF’s structures, systems, policies, and by-laws will be presented for adoption.
There are other important reasons why this work is taking place now. WILPF is growing, and we need a strategy that is reflective of all of us, and a commitment from all of us on how we want to work together. At the last WILPF Congress, which took place in Ghana in 2018, a number of governance changes were also made with the agreement that the organisation would take stock of how the new structures were functioning.
Now is therefore a good time to put our heads and hearts together to reflect on the “why, what, and how” of our collective work.
Future WILPF will be rolled out through a series of phases in the coming months. These include:
Throughout July-August of 2021, WILPFers will be invited to explore different ways to get involved and participate in a range of regional, national, and global discussions.
In September, all WILPF bodies (including Sections, Groups, the International Secretariat, and the International Board) will be invited to submit consolidated input in response to guiding questions from the Participation Pack.
In October-November, the inputs will be analysed and discussed in workshops with a representative group of members. A global virtual call will be held to report back to all members and share a draft of the updated International Programme. Following a revision process, the International Board will then sign off on the version of the International Programme that will be presented at Congress.
Following the process of developing the International Programme, other issues and recommendations related to organisational development, structures, constitutional changes, and more will be followed up on, so that proposals are created and submitted to the relevant WILPF bodies for presentation at Congress.

Absolutely. We have developed a participation pack that includes discussion points, templates, and facilitation tips to support Future WILPF discussions and submissions, and a team from The Strategy Circle will be helping to facilitate organisational development discussions.
Interpretation services will also be available for all global calls and workshops to ensure the process is fully participatory and inclusive.

The International Board is the governing body of WILPF and is in charge of ensuring that WILPF is achieving its aims and principles, including that the decisions adopted by Congress are implemented. The International Board will play a key role in facilitating the Future WILPF process.
The Regional Representatives are members of the International Board, and they play a key role in the Future WILPF process as they are the ones organising consultations and discussions within their respective regions. They are responsible for ensuring that the Sections and members in their region will be participating in the development of the International Programme and the forming of WILPF as a global organisation.
The Standing Constitution Committee is responsible for coordinating possible proposed amendments to WILPF’s Constitution and By-Laws. The International Board might also decide to ask the Committee to propose constitutional amendments to reflect organisational changes that might emerge from the strategy process.
The Organisational Development (OD) Coordination Group, mandated by the International Board, is an ad-hoc group composed of a mix of International Board members, International Secretariat staff, and Section members. The group has been drafting the participation plan for the Future WILPF process.
The Congress Steering Committee consists of representatives of staff at the International Secretariat and members of Sections. The committee has oversight responsibilities to ensure that the Congress achieves its goals in terms of content and process.
The Nomination Committee is established by the International Board months before the Congress and its role is to coordinate the nominations for the new International Board. The role of this Committee includes seeking nominations for the positions of president, two vice-presidents, and treasurer, and advising Sections on the process for the nomination of regional representatives and their alternates.
The Election Committee will be constituted at the beginning of the Congress. Its mandate will be to facilitate the election process of the International Board by presenting a list of recommended candidates or organising the voting process if that becomes necessary.
The International Secretariat works closely with the International Board and the National Sections to ensure the implementation of the decisions made at the International Congress. It provides support in the areas of advocacy, communications, and financial operations, including developing new initiatives that further WILPF’s aims and principles. In the Future WILPF process, the Secretariat will play an important role in facilitating the participatory process, including supporting communication and convening and participating in thematic discussions with and between members.
The Strategy Circle has been hired as external facilitators to give advice and guidance on the Future WILPF process. They will facilitate a series of global calls on feminist and inclusive participation, visions, value, and more. They will also work closely with the International Board on strengthening governance.
Please note this is not an exhaustive list of active bodies in WILPF. Standing Committees, Working Groups, and Networks are to continue their work in their mandated roles following WILPF’s procedural rules as per our Constitution and By-Laws during the Future WILPF process.
